Blucher, at the same time, having thrown open the gates of Rheims, was moving on Chalons and Vitry, to form a junction with the army of Schwarzenberg. The flying parties captured, near Sommepuix, a convoy of artillery and ammunition; and, on another occasion, they fell in with a courier bearing a budget of the most melancholy intelligence to the Emperorthat the British had made a descent on Italy; that the Austrians had defeated Augereau, and were in possession of Lyons; that Bordeaux had declared for Louis XVIII.; and that Wellington was at Toulouse. These tidings gave immense confidence to the Allies. Near Fre-Champenoise the Allies met, finding Blucher in the act of stopping a body of infantry, five thousand in number, which was bearing provisions and ammunition to the army of Napoleon. The column consisted of young conscripts and National Guards, who had never been in action, but they bravely defended their charge till they were surrounded by the mingling forces of the two armies, and compelled to surrender. THREE:The Ministry being complete, Parliament met on the 2nd of December. It was found that the new Administration had not that influence in the boroughs that Newcastle, who had cultivated it, had; and several members of the Cabinet, Pitt amongst them, had difficulty in getting returned, as was the case with Charles Townshend. In the king's speech, his Majesty was made to speak of the militia, which he was known by everybody to hold in sovereign contempt, as the best and most constitutional means of national defence. He announced also that he had ordered the return of the Hanoverian troops to their own country; and the Duke of Devonshire inserted in the Address from the Lords an expression of thanks for having brought these troops over. Pitt had declared that he would quit the Cabinet if such a vote was passed, and Temple came hurrying down to the HousePitt being absent from the Commons with the goutand declared that he had quitted a sick bed to protest against it. This was an unlucky beginning. It was clear that there was want of unity in the Cabinet at its very birth, and out-of-doors the people were loudly complaining of the scarcity of food, and bread riots were frequent. The king himself could not help ridiculing the speech his new Ministers had composed for him; and a poor printer being arrested for putting another speech into his mouth, George said he hoped the man might receive very lenient punishment, for, as far as he could understand either of the speeches, he thought the printer's the best. To abate the ferment out-of-doors, the Commons passed two Bills: one prohibiting the export of grain, flour, or biscuit; the other prohibiting, for several months, distillation from wheat or barley.As winter approached, the state of things assumed a more portentous aspect. The leading agitators were themselves dismayed when they looked down the precipice to the edge of which they had brought the nation. O'Connell at the end of September issued an address, urging the people to discontinue their assemblies, and they obeyed. His lieutenants were exceedingly anxious that the Liberal Protestants should take an active part as mediators in order, if possible, to avert a disastrous collision. A good occasion was offered by the visit of Lord Morpeth to Ireland. This enlightened and accomplished noblemanalways the friend of civil and religious liberty, destined to preside over the Government of Ireland, as Viceroy, when the rgime of civil equality was fully established, and to be the congenial interpreter of its spiritwas then invited to a great banquet, which was attended by all the leading friends of civil and religious liberty in and about Dublin, Protestant and Catholic. The Duke of Leinster was in the chair, and Mr. Sheil appealed to him, in the most eloquent terms, by all that was patriotic and glorious in the history of his ancestors the Geraldineswhich for seven hundred years formed a great part of the history of Ireland, and who were in past times considered more Irish than the Irish themselvesto put himself at the head of the Liberal party. THREE:His steady helm amid the struggling tides;All the traversers were found guilty. The Attorney-General did not press for judgment against the Rev. Matthew Tierney. Upon the rest Mr. Justice Burton, who was deeply affected, pronounced judgment on the 30th of May, in the following terms:"With respect to the principal traverser, the Court is of opinion that he must be sentenced to be imprisoned for the space of twelve calendar months; and that he is further to be fined in the sum of 2,000, and bound in his own recognisances in the sum of 5,000, and two sureties in 2,500, to keep the peace for seven years. With respect to the other traversers, we have come to the conclusion that to each shall be allotted similar sentences, namely, that they be imprisoned for the space of nine calendar months, each of them to pay 50 fine, and to enter into their own recognisances of 1,000 each, and two sureties of 500, to keep the peace for seven years." THREE:The calculations of no political party had ever been more completely falsified than those of the Jacobites and their congeners the Tories on the death of the queen. They had relied on the fact that the House of Hanover was regarded with dislike as successors to the throne of England by all the Catholic Powers of Europe, on account of their Protestantism, and many of the Protestant Powers from jealousy; and reckoned that, whilst France would be disposed to support the claims of the Pretender, there were no Continental countries which would support those of Hanover, except Holland and the new kingdom of Prussia, neither of which gave them much alarm. Prussia was but a minor Power, not capable of furnishing much aid to a contest in England. Holland had been too much exhausted by a long war to be willing to engage in another, except for a cause which vitally concerned itself. In England, the Tories being in power, and Bolingbroke earnest in the interest of the Pretender, the Duke of Ormonde at the head of the army, there appeared to the minds of the Jacobites nothing to fear but the too early demise of the queen, which might find their plans yet unmatured. To this they, in fact, attributed their failure; but we may very confidently assert that, even had Anne lived as long as they desired her, there was one element omitted in their calculations which would have overthrown all their attemptsthe invincible antipathy to Popery in the heart of the nation, which the steadfast temper of the Pretender showed must inevitably come back with him to renew all the old struggles. The event of the queen's death discovered, too, the comparative weakness of the Tory faction, the strength and activity of the Whigs. The king showing no haste to arrive, gave ample opportunity to the Jacobiteshad they been in any degree prepared, as they ought to have been, after so many years, for this great crisisto introduce the Pretender and rally round his standard. But whilst George I. lingered, no Stuart appeared; and the Whigs had taken such careful and energetic precautions, that without him every attempt must only have brought destruction on the movers. The measures of Shrewsbury were complete. The way by sea was secured for the Protestant king, and the Regency Act provided for the security of every department of Government at home."The present order of things must not, cannot[280] last. There are three modes of proceeding: first, that of trying to go on as we have done; secondly, to adjust the question by concession, and such guards as may be deemed indispensable; thirdly, to put down the Association, and to crush the power of the priests. The first I hold to be impossible. The second is practicable and advisable. The third is only possible by supposing that you can reconstruct the House of Commons, and to suppose that is to suppose that you can totally alter the feelings of those who send them there. I believe nothing short of the suspension of the Habeas Corpus Act and martial law will effect the third proposition. This would effect it during their operation, and, perhaps, for a short time after they had ceased, and then every evil would return with accumulated weight. But no House of Commons would consent to these measures until there is open rebellion, and therefore till that occurs it is useless to think of them. The second mode of proceeding is, then, I conceive, the only practicable one; but the present is not propitious to effect even this. I abhor the idea of truckling to the overbearing Catholic demagogues. To make any movement towards conciliation under the present excitement and system of terror would revolt me; but I do most conscientiously, and after the most earnest consideration of the subject, give it as my conviction that the first moment of tranquillity should be seized to signify the intention of adjusting the question, lest another period of calm should not present itself." FORE:The year 1823 opened auspiciously, and continued to exhibit unequivocal marks of progressive prosperity. Every branch of manufacturing industry was in a flourishing state. The cotton trade was unusually brisk. There was a considerable increase in the quantity of silks and woollens manufactured; and in consequence of augmenting exportation, the demand for hardware and cutlery was quickened from the state of stagnation in which it had remained since the conclusion of the war. The shipping interest, which had been greatly depressed, fully shared in the general improvement. The agriculturists, however, were still embarrassed and discontented. In January no less than sixteen English counties had sent requisitions to their sheriffs to call meetings to consider the causes of their distresses. The principal remedies proposed were reduction of taxation; reform of the House of Commons; depreciation of the currency; commutation of tithes; and appropriation of the redundant wealth of the Church to public exigencies. At the Norwich meeting a series of resolutions was proposed and seconded by the gentry of the county, but they were rejected and put aside on the motion of Mr. Cobbett, who read a petition which was adopted with acclamation. It recommended an appropriation of part of the Church property to the payment of the public debt; a reduction of the standing army; an abolition of sinecures and undeserved pensions; the sale of the Crown lands; an equitable adjustment of contracts; the suspension of all legal processes for one year for the recovery of rents and tithes; and the repeal of the taxes on malt, soap, leather, hops, and candles.

FORE:"Know, then, 'twas I;The Association had become so formidable, and was yet so carefully kept within the bounds of law by "Counsellor O'Connell," in whose legal skill the Roman Catholics of all classes had unbounded confidence, that the Government resolved to procure an Act of Parliament for its suppression. Accordingly, on the 11th of February, 1825, a Bill was brought into the House of Commons by the Irish Chief Secretary, Mr. Goulburn, under the title of Unlawful Societies in Ireland Bill. The plural form caused a great deal of debating. The Government declared they wished to include the Orange Society as well as the Catholic Association. But the Opposition had no faith in this declaration, and Mr. Brougham stated that they would put down the Catholic Association with one hand and pat the Orange Society on the back with the other. The debates on the subject were very animated, and touched upon constitutional questions of the widest interest to the public. The Irish Attorney-General said he did not deny that if a set of gentlemen thought fit to unite for those purposes, it was in their power to do so; but then came the question as to the means which they employed, and those means he denied to be constitutional. "They have," he said, "associated with them the Catholic clergy, the Catholic nobility, many of the Catholic gentry, and all the surviving delegates of 1791. They have established committees in every district, who keep up an extensive correspondence through the country. This Association, consisting originally of a few members, has now increased to 3,000. They proceeded to establish a Roman Catholic rent; and in every single parish, of the 2,500 parishes into which Ireland is divided, they appointed twelve Roman Catholic collectors, which make an army of 30,000. Having this their army of collectors, they brought to their assistance 2,500 priests, and the whole ecclesiastical body. And thus provided, they go about levying contributions on the peasantry." This Mr. Plunket pronounced to be unconstitutional, though not in the strict sense illegal; the Association was a representative and a tax-levying body. He denied that any portion of the subjects of this realm had a right to give their suffrages to others, had a right to select persons to speak their sentiments, to debate upon their grievances, and to devise measures for their removal. This was the privilege alone of the Commons of the United Kingdom. He would not allow that species of power to anybody not subjected to proper control. But to whom were those individuals accountable? Where was their responsibility? Who was to check them? Who was to stop their progress? By whom were they to be tried or rebuked if found acting mischievously? People not acquainted with Ireland were not aware of the nature of this formidable instrument of power, greater than the power of the sword. Individuals connected with it went into every house and every family. They mixed in all the relations of private life, and afterwards detailed what they heard with the utmost freedom. The Attorney-General could not conceive a more deadly instrument of tyranny than it was when it interfered with the administration of justice. Claiming to represent six millions of the people of Ireland, it denounced as a public enemy, and arraigned at the bar of justice, any individual it chose to accuse of acting contrary to the popular interest. Thus the grand inquest of the people were the accusers, and there was an unlimited supply of money to carry on the prosecution. The consequence was that magistrates were intimidated, feeling that there was no alternative but to yield, or be overwhelmed by the tide of fierce popular passions.

FORE:But the English measures detained the Russian fleet in the Baltic with Greig at its head, and Russia was saved from her due chastisement. The King of Sweden, indeed, landed an army of thirty-five thousand men in Finland; and his brother, the Duke of Sudermania, appeared in the[352] Baltic at the head of a strong fleet. Nothing could have prevented Gustavus from marching directly on the Russian capital, and St. Petersburg was consequently thrown into the wildest alarm. But Gustavus was only bent on recovering the provinces which Russia had reft from Sweden. He advanced successfully for some time, the Russians everywhere flying before him; but Russian gold and Russian intrigue soon altered all this. Catherine ordered her fleet, which was in the Gulf of Finland, with Greig at its head, to bear down on the Swedish fleet, and, at the same time, emissaries were despatched amongst the officers of Gustavus's army with plenty of gold, and letters were sent to the States of Sweden, calling on them to disavow the proceedings of the king. Before Gustavus had left Sweden with his army, her Minister, passing over the king himself, had made similar communications to Gustavus's proud and disaffected nobles, and Gustavus had ordered him out of the country. The Russian and Swedish fleets now came to an engagement in the straits of Kalkbaden. The battle was desperate; the Swedes fought with their wonted valour; and the Russians, under the management of Greig and the British officers, showed that they were apt scholars. The two fleets separated, after doing each other great mischief, each claiming the victory. Catherine immediately rewarded Greig with a letter of thanks, written by her own hand, and with the more substantial present of a large sum of money, and a good estate in Livonia. Moreover, the partial success of Russia by sea had the effect of encouraging the corrupted officers of Gustavus to refuse to proceed farther in Finland.

  • FORE:ON BOARD AN EMIGRANT SHIP AT THE TIME OF THE IRISH FAMINE. (See p. 542.)On April 6th a great meeting was held in Westminster, avowedly to add weight to the county petitions for economical reform, which were now pouring into the House of Commons. Fox presided, and was supported by the Dukes of Devonshire and Portland. Government, to throw discredit on the meeting, affected alarm, and, at the request of the Middlesex magistrates, who were believed to have been moved by Ministers to make it, a body of troops was drawn up in the neighbourhood of Westminster Hall. The indignation of the Opposition was so much excited that Burke, in the House of Commons, commenting on this attempt to insinuate evil designs against the friends of reform, denounced the Middlesex magistrates as creeping verminthe very "scum of the earth;" and Fox declared that if soldiers were to be let loose on the constitutional meetings of the people, then all who went to such meetings must go armed!

    FORE:The Treaty of Peace received the sanction of the Parliament; not so the Treaty of Commerce. By this treaty it was provided that a free trade should be established according to the tariff of 1664, except as it related to certain commodities which were subjected to new regulations in 1669. This went to abolish all the restrictions on the importation of goods from France since that period, and within two months a law was also to be passed that no higher duties should be levied on goods brought from France than on the like goods from any other country in Europe. Commissioners were appointed to meet in London to carry these propositions into effect; but there immediately appeared a violent opposition to these regulations, which were contained in the eighth and ninth articles of the Treaty of Commerce. It was declared that these articles violated the Treaty of Methuen, according to which the duties on Portuguese wines were always to be lower by one-third than the duties on the French wines.The amended copy of the proposed tariff was laid on the table of the House of Commons on the 5th of May; and its details explained by the Premier in a speech which served to bring out still more strongly the anomalous position in which he was placed. His speech was a long elaborate statement distinguished for its excellent temper, its clearness, and, above all, by its singularity as delivered by the Conservative leader. He went over all the sections of his subject, showing how the removal of prohibitions would benefit everybody; how the reduction of duties on raw materials would stimulate trade; how the diminished duties on provisions would make living cheaper for all; and how the lesser protection to manufactures would injure none. Such, he said, were the grounds of the change which it was his intention to carry through; adding, "I know that many gentlemen who are strong advocates for Free Trade may consider that I have not gone far enough. I believe that on the general principle[489] of Free Trade there is now no great difference of opinion, and that all agree in the general rule that we should purchase in the cheapest market and sell in the dearest." Loud cheers from the Opposition benches here interrupted him. Turning in the direction of the cheerers, he said, "I know the meaning of that cheer. I do not now wish to raise a discussion on the Corn Laws or the sugar duties. I have stated the grounds, on more than one occasion, why I consider these exceptions to the general rule, and I will not go into the question now. I know that I may be met with the complaints of gentlemen opposite of the limited extent to which I have applied the general principle to which I have adverted to these important articles. I thought, after the best consideration I could give to the subject, that if I proposed a greater change in the Corn Laws than that which I submitted to the consideration of the House, I should only aggravate the distresses of the country, and only increase the alarm which prevailed among important interests. I think that I have proposed, and the Legislature has sanctioned, as great a change in the Corn Laws as was prudent, considering the engagements existing between landlord and tenant, and also the large amount of capital which has been applied to the cultivation of the soil.     FORE:On the 6th of May Burke had brought forward a measure for the benefit of his long-oppressed country, to the effect that Ireland should enjoy the privilege of exporting its manufactures, woollen cloths and woollens excepted, and of importing from the coast of Africa and other foreign settlements all goods that it required, except indigo and tobacco. The Irish were to have the additional privilege of sending to England duty-free, cotton-yarns, sail-cloth, and cordage. Parliament, for once, looked on these demands with favour. They recollected that the Americans had endeavoured to excite disaffection amongst the Irish by reference to the unjust restrictions on their commerce by the selfishness of England, and they felt the loss of the American trade, and were willing to encourage commerce in some other direction. Lord Nugent co-operated with Burke in this endeavour. But the lynx-eyed avarice of the English merchants was instantly up in arms. During the Easter recess, a host of petitions was[254] got up against this just concession. The city of Bristol, which was represented by Burke, threatened to dismiss him at the next election, if he persisted in this attempt to extend commercial justice to Ireland; but Burke told them that he must leave that to them; for himself, he must advocate free trade, which, if they once tried it, they would find far more advantageous than monopoly. They kept their word, and threw him out for his independence. At the same time, the English merchants, as they had always done before by Ireland, triumphed to a great extent. They demanded to be heard in Committee by counsel, and the Bills were shorn down to the least possible degree of benefit.Long quotations are then given from the several reports of the Assistant Commissioners, showing that the feelings of the suffering labourers in Ireland are also decidedly in favour of emigration. They do not desire workhouses, it is said, but they do desire a free passage to a colony where they may have the means of living by their own industry. The Commissioners then declare that, upon the best consideration they have been able to give to the whole subject, they think that a legal provision should be made and rates levied for the relief and support of curable as well as incurable lunatics, of idiots, epileptic persons, cripples, deaf and dumb, and blind poor, and all who labour under permanent bodily infirmities; such relief and support to be afforded within the walls of public institutions; also for the relief of the sick poor in hospitals and infirmaries, and convalescent establishments; or by external attendance, and a supply of food as well as medicine, where the persons to be relieved are not in a state to be removed from home; also for the purpose of emigration, for the support of penitentiariesto which vagrants may be sentand for the maintenance of deserted children; also towards the relief of aged and infirm persons, of orphans, of helpless widows, and young children, of the families of sick persons, and of casual destitution. This report was not signed by all the Commissioners. Three of them set forth their reasons, in thirteen propositions, for dissenting from the principle of the voluntary system, as recommended by the report. Donec sit amet ligula enim. REIGN OF GEORGE II.(concluded).Nothing could exceed the consternation and indignation of the Spanish people when they found their great strongholds guarding the entrances from France into the country thus in the hands of the French. Had there been a king of any ability in Spain, an appeal to the nation would, on this outrage, have roused it to a man, and the plans of Buonaparte might have been defeated. But Godoy, knowing himself to be the object of national detestation, and dreading nothing so much as a rising of the people, by whom he would most certainly be sacrificed, advised the royal family to follow the example of the Court of Portugal, and escape to their trans-Atlantic dominions; which advice could only have been given by a miscreant, and adopted by an idiot. To surrender a kingdom and a people like those of Spain, without a blow, was the extreme of cowardice. But, as if to urge the feeble king to this issue, at this moment came a letter from Buonaparte, upbraiding him with having received his acceptance of the match between their houses coldly. Charles, terrified in the extreme, wrote to declare that nothing lay so near his heart, and at the same time made preparations to be gone. The intention was kept as secret as possible, but the public soon became aware of the Court's proposed removal from Madrid to Cadiz, in order then to be able to embark for America. The Prince of Asturias and his brother protested against the project; the Council of Castile remonstrated; the populace were in a most tumultuous state, regarding the plan as originating with Godoy, and surrounded the palace with cries and gestures of dissatisfaction. The king was in a continual state of terror and irresolution, but Godoy pressed on matters for the flight.

A combination of circumstances invested the accession on the 20th of June, of the Princess Victoria, with peculiar interest. She was the third female Sovereign called to occupy the throne since the Reformation; and like those of Elizabeth and Anne, her reign has served to mark an era in British history. The novelty of a female Sovereign, especially one so young, had a charm for all classes in society. The superior gifts and the amiable disposition of the Princess, the care with which she had been educated by her mother, and all that had been known of her private life and her favourite pursuits, prepared the nation to hail her accession with sincere acclamations. There was something which could not fail to excite the imagination and touch the heart, in seeing one who in a private station would be regarded as a mere girl, just old enough to come out into society, called upon to assume the sceptre of the greatest empire in the world, and to sit upon one of the oldest thrones, receiving the willing homage of statesmen and warriors who had been historic characters for half a century. We are not surprised, therefore, to read that the mingled majesty and grace with which she assumed her high functions excited universal admiration, and "drew tears from many eyes which had not been wet for half a lifetime;" and that warriors trembled with emotion, who had never known fear in the presence of the enemy. When the ceremony of taking the oath of allegiance had been gone through, her Majesty addressed the Privy Council:"The severe and afflicting loss which the nation has sustained by the death of his Majesty, my beloved uncle, has devolved upon me the duty of administering the government of this empire. This awful responsibility is imposed upon me so suddenly, and at so early a period of my life, that I should feel myself utterly oppressed by the burden, were I not sustained by the hope that Divine Providence, which has called me to this work, will give me strength for the performance of it; and that I shall find in the purity of my intentions, and in my zeal for the public welfare, that support and those resources which usually belong to a more mature age and to long experience. I place my firm reliance upon the wisdom of Parliament, and upon the loyalty and affection of my people."
